The Hague Convention of 1961 made the apostille the accepted form of authentication. All countries that are members of this Convention will accept the apostille. Non-member countries still require embassy legalization of your required documents.

For instance, you must work with the US Department of State in Washington, DC, to receive an apostille for your passport, but you must get an apostille for your birth certificate from the Secretary of State of where you were born.
And if your destination country is not a member of the Hague Convention of 1961, you will have to take one more step and work with the Embassy to obtain legalization of the documents.
You must have a separate apostille for each required document. And you must get a new apostille or embassy legalization for each country. Plus, each document may be required to be translated into the official language of the destination country.
